Minnesota value capture discussion is actually thoughtful

Folks in Minnesota have been talking about new transportation funding sources. The conversation is at the state level and has included the use of localized value capture. The most interesting thing in my opinion is that thoughtful academic research is being relied upon to define the concepts to voters. Wow!
